The difference is basically one of viewpoint. Denial, definitionally, means a refusal to admit the truth or reality of something. It implies that, in our discussion, God is real and some people refuse to accept that. Hence, they are deniers.

On the other hand, someone who insists there is no God is not in denial as they accept as true that there is no God.

If your viewpoint is there is a God, then the two parties look exactly the same in practice but they are not.

By "insisting" that one's truth is the truth, it is equivalent to denying the truth.
